The managed property has nothing to do with enabling VPNs. We are not
going to change this value, since the behavior you are seeing is
expected.

Another workaround may be to remove the interface configuration from
/etc/network/interfaces; NM is most likely able to handle it just fine.

Bug description:
  After upgrading from 11.10 to 12.04 the submenu's to be able to
  connect to PPTP VPNs dissapeared. This shouldn't happen. This was
  resoved by editing /etc/NetworkManager/NetworkManager.conf and
  changing "managed=false" to "managed=true".

  I had previously edited my /etc/network/interfaces file but all
  modifications were commented out to allow Network Manager to manage
  the connections. This worked correctly before the upgrade.
