One of the reason why Seahorse could be hammering your CPU is because hardware random number generator tools are not running. The other day I noticed increase in CPU utilization and then noticed that rng-tools are not running (the normal rng traffic would not show up in tcpdump). I suggest that you check your tpm or prng to make sure it is doing what it should. Anyhow, as soon as I started rng-tools, cpu utilization normalized. An interesting question is why rng suddenly stopped...
