Thanks for the bug report. This is a common bug seen in Chrome and
Electron apps (based on Chrome). It's caused by the app declaring
'StartupNotify=true' in its .desktop file but then failing to emit the
notification. So the shell believes it's still starting up for quite a
while and keeps the cursor spinning by design.
A similar bug 2148049 was fixed soon after Ubuntu 26.04 LTS was released
so please ensure you update to get that fix:
sudo apt update
sudo apt full-upgrade
and log in again.
If the above update does not resolve the issue, and if the affected apps
are not Chrome or Electron-based, then please give us more information
about which apps are affected.
