Unfortunately this is intended, and it was a bug previously that the spinning cursor disappeared too quicky.
This is an issue with snap applications that use the org.freedesktop.notifications protocol rather than the org.freedesktop.portal.Notification protocol. The ActivationToken signal is blocked by apparmor (because it would otherwise allow snooping tokens intended for other applications -- this is a limitation of the old protocol).
