For upstream GNOME 50 it's probably too late to change this but in
Ubuntu 26.04 we could. Some options are:

(a) Enable all intermediate quarter/third increments. It will clutter
the GUI and likely create a gap on the right/bottom of the screen. But I
don't *think* the blur would be reintroduced because the new algorithm
still prevents that. The biggest pain with this is having to update all
the test cases with new expectations.

(b) Loosen just enough of the checking to allow custom edits to
~/.config/monitors.xml to be applied. That would also open the door for
a future GUI to allow setting custom scaling factors, separately from
the recommended ones.
