I'm going to group this with bug 1936734, but your case sounds like it
might be caused by blur-my-shell or other extensions' side effects.
Please start by deleting all local extensions:
cd ~/.local/share/gnome-shell/
rm -rf extensions
and then log in again. Does the bug still occur?
