When I move the mouse on top of an icon on the dock, it pops up a
tooltip with the app's name, but only after a delay that is long enough
to be disruptive to my workflow. Oddly, the delay does not occur when
the mouse moves from one icon to another; the name of the new one shows
up immediately in that case. There's only a delay if the mouse was not
on any icon before moving there.
