This looks like it might not be a bug at all. Your two monitors are
aligned at their bottom edges, not the top edge. The difference is 180
pixels:
eDP-1 connected primary 1600x900+0+180
HDMI-1-0 connected 1920x1080+1600+0
So it is expected that the cursor will hit a barrier when moving from
one to the other and not vice versa. To fix this you should reconfigure
your displays so they align at the top.
