a) Those changes are really just syncing from the oracular package. Not
strictly needed, but those minimum versions are all in noble, so
harmless and eased things by keeping it more in sync with what's in
oracular.

b) I thought the oracular watch file was part of the noble update, I'll 
cherry-pick that and upload it again
c) Yes, flatpak support does work with this patch. It wasn't actually useful 
for flatpak either prior to this patch
d) As this will be used by the OEMs it would be good to ship 0.12 which has 
some nice polish and it should be part of the GNOME MRU. And given that the 
version in noble previously wasn't usable on Ubuntu, the regression potential 
isn't there.
