Some further findings: The recent language settings tool "Settings ->
Region and Language" is quite new.

==== WORKAROUND ====

The old version was called "Settings -> Language Support" and can be
installed via the package "language-selector-gnome":

BASH> apt-get install language-selector-gnome

This tool will allow proper install of languages.

==== FINDINGS ====

Once languages are setup correctly in the old "Settings -> Language
Support", then the language also appear selected in the new tool
"Settings -> Region and Language". But if the "Language" or "Formats"
are clicked to be changed,  then the list only shows the list of English
languages.

It seams that the new "Region & Language" knows the label for the active local 
language - for example:
Language is displayed as "Danish (Denmark)". Formats as "Denmark (Danish)"
But if any if these are clicked to be changed, then the popup windows is simply 
not updated with all available languages.

==== TODO ====

Package name for old "Settings -> Language Support" is called 
"language-selector-gnome".
What is package name of new "Settings -> Language Support" ??
(if it is not a direct part of gnome-control-center - we should change package 
name...)
