I'm surprised that this kind of basic desktop usability bug with that
long history is marked incomplete and yes, the bug is still there in
Natty Narwhal.

The bug appears for me when I right click on window title and from
window menu choose to move window to another workspace. The bug doesn't
seem to appear very regularly, but one way to reproduce it seems to be
following:

1. Open multiple non-maximized windows on desktop
2. Right click on the title of non-focused window
3. Choose "Move to another workspace" and select workspace by number

The window does not move to selected workspace.

The bug does not appear only when choosing non-focused windows, but also
happens when the window menu of an already focused window is opened. I
suppose it may also happen when using Alt-SPACE.
