Binary package hint: dpkg

Upgrade 10.10 to 11.04 failure (have not yet attempted to reboot by computer,
don't know if it is completely hosed. Figured I'd get this bug report out first)
First error:
Could not install
'/var/cache/apt/apt/archives/libpango1.0-dev_1.28.4-0ubuntu1_amd64.deb'

Second error:
Could not install 'libpango1.0-dev'

package libpango1.0-dev is already installed and configured.

Third error:
Sorry, the package "libpango1.0-dev" failed to install or upgrade.
(This allowed me to send this bug report)

I then got:
Could not install the upgrades. The upgrade has been aborted. You system could
be in an unusable state. A recovery will run now (dpg --configure -a)

I did not see any evidence of the "dpg --configure -a" command running

I will now find out if I have a working system or not.
