You have been subscribed to a public bug:
In GNOME, I use the keyboard layouts USA Dvorak international and United
Kingdom (same layout for all windows, scroll-lock set as switch key).
At seemingly random times, when I close windows to applications like
gvim and chromium, my layout will switch. I can't work out a way to
reproduce this reliably.
The only thing I know is that I'm happily Dvoraking away, then I close a
window, and start typing and am surprised with gibberish because my
layout was switched to QWERTY behind the scenes.
I think I've experienced this since Ubuntu 9.10 at least.
