Yes, I think it's a bug here
Just copy a template file, in the same folder, with a different file name.
In template manager, you will see only one template, because they have the same title (maybe) And there is no way to know witch template is seen. So having the full path in the tooltip is helpful here even if this doesn't give an access to the second template

Ok, but does it really make sense to show the path in the tooltip?
I mean, you can edit the template via the context menu.

If you feel it does make sense, we can of course change it.

I don't know, this is to be debated but IMHO
1- Behaviors should be the same with very similar views (start center & template manager) The tooltip in the start center gives the full path, and it gives the title in template manager

2 - The template manager gives the same information below the picture and in the tooltip. this is not good

Proposition :
In the tooltip : the full path
Bellow the picture, the file name and the title between brackets (If the title is filled)

Note that a file created via a template will inherit the template title for its own title
