How did you set the background of the slide? In Format > Page dialog (or wherever in menu it currently lives) or in the sidebar panel ? I would guess the latter (you used sidebar) and in that case, I know which commit set this is a regression from ... > Up to LO 5.1.6 it is created with a default blue fill in all cases.
