The command is presumably:
Command: Paste From Staff Above
Copies any non-musical objects for the current musical moment from the staff
above and pastes them into this staff after the cursor.
Location: Main Menu ▶ Edit
Internal Name: PasteFromAbove
It's not obvious what is the bug...
