DontZap is off, but that's orthogonal to whether your xkb map includes the Terminate_Server action. In order for ctrl+alt+bksp to work, you need to have it mapped to Terminate_Server, *and* you need the server to react to this. The former used to be always true, and is now controlled by terminate:ctrl_alt_bksp in xkb-data (which is off by default). The latter is what DontZap switches.
