IMHO /usr/X11R6/lib/X11/locale/locale.alias and
/usr/X11R6/lib/X11/locale/locale.dir should be set as conffiles,
because they are likely to be modified by sysadm. In my case I need to
add entries about the Chinese locale, as this is not yet fully
supported in the current xfree86. It's troublesome to copy my modified
version again after each package upgrade.
