This is very badly worded. Although the upstream authors apparently intend to give permission to distribute, this is not explicitly given by the text you have quoted. The FTP team will want to see an explicit licence. Furthermore, this licence should probably be included in the distributed tarball, not in the web site, which can always be changed in future.
