No, you don't have to write to this list, since it's just a "collector" for 'work needed and perspective packages'. There's no need to send the list here (we will not approve it or so): if you noticed a (look up the acronyms on web) RFP/RFA/O package you want to help, retitle to ITP/ITA and start working on it.
