It's not a replacement for 'nvram' in powerpc-ibm-utils, no. At the very least the coreboot-related features are surely not available in that 'nvram'. And yes, it's mostly intended/tested on x86 for now, no idea if it works on powerpc or other architectures. It reads the standard x86 CMOS/RTC bytes (128 or 256 bytes), not sure if that's available in that form on powerpc.
