PhpGroupware used to be maintained in Debian. It has been recently removed from Unstable (and testing) : http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=453467 . Hence this request for packaging/maintainance. Upstream seems to be looking for a new candidate maintainer.
