There is a fully working Debian package available from the Debian PulseAudio packaging team at: http://pkg-pulseaudio.alioth.debian.org/ The package is called flashplugin-nonfree-pulse to better fit Debian policy. Sorry about the lack of an ITP. It's currently under review for upload by Sjoerd Simons, but motivation is pretty thin, so you are welcome to join in.
