Package mentioned in the ITP is available since the day ITP was filed, and 
URL is inside ITP.
I've created it for use in a local project.

However, package was never uploaded to Debian. I'm still not a DD (NM 
process stalled for months at DAM approval stage), and I'm not sure 
package is needed by others and it worths time needed to keep it 
up-to-date.
I think it's better to keep things as-is (i.e opened ITP with an URL 
containing once created package), until somebody else will show some 
interest. At that point we may go on.
