It's great to hear Debian will ship mod_chroot!
Yes, the project is active; I'll be releasing mod_chroot 0.3 with Apache
2 support Real Soon Now (tm) - the code is ready, but I need to finish
documentation.
I had some problems with the server that hosts the webpage and mailing
lists, but it's fixed now (hopefully). Please try to subscribe again;
the list is very low traffic - I had two or three posts since I released
mod_chroot. It won't fill your mailbox with hundreds of messages every
day :)
Let me know if I can be of any help with packaging; I am a proud Debian
user myself.
