The submitter command of the BTS is only intended to fix emailadresses and the like. By changing the submitter, the original submitter will not get notified on closure of the bug anymore. You probably wanted to convey the fact that you are intending to adopt this package. This is done by setting the owner to yourself. 'owner' in BTS speak means "I take responsibility for solving this bug", and is distinct from submitter ("I first noted this problem and fed it to the BTS").
