Actually, the naming convention was decided after speaking with Steve Langasek and Adam Conrad (among other people) in #debian-devel for some time. It was decided php{3,4,5}-<foo> would be for compiled php extensions and php-<foo> would be for PEAR modules that were not part of the main upstream PEAR package.
