For these to go in 'main', Debian needs licenses which grant everyone explicit permission to modify (we might be able to assume that permission to redistribute is granted because the authors uploaded them to www.xmms.org or whereever, but we can't assume that permission to modify is granted). You *must* have a DFSG-free license from each copyright holder (which in this case means each skin author -- for skins partly 'ripped' from other sources, it means the original artwork's author as well); and you must include copyright notices from *all* these authors, as well as their licenses, in the debian/copyright file. You can suggest the GPL or the 2-clause BSD license to authors.
