Devscripts before 2023 used to ship /usr/bin/debpkg but it was removed
in 
https://salsa.debian.org/debian/devscripts/-/commit/1a77939052d3b4e1b63a338fc1d642d9f6adc122.
This new package has no plans to be backported to Debian Bookworm or
Ubuntu Jammy or older, so it won't be at risk of conflicting, but I
can just-in-case also add a "Conflicts: devscripts =< 2.23.5" in it.
