Because NEW is going to look at licenses very closely, there are two ways we can handle this. 1. List the license as GPL-3 in debian/copyright and update it to GPL-3+ with the next release. 2. Wait until the next release to upload the package. A general comment on debian/copyright: The Copyright field collects all relevant copyright notices for the files of this stanza. Not all copyright notices may apply to every individual file, and years of publication for one copyright holder may be gathered together. For example, if file A has: Copyright 2008 John Smith Copyright 2009 Angela Watts and file B has: Copyright 2010 Angela Watts a single stanza may still be used for both files. The Copyright field for that stanza would contain: Copyright 2008 John Smith Copyright 2009, 2010 Angela Watts https://www.debian.org/doc/packaging-manuals/copyright-format/1.0/#copyright-field In other words, a stanza in debian/copyright says, “All of these files are released under the specified license. Each file is copyrighted by one or more of the names listed. If for some reason you need to use all of these files under a different license, you would need to contact all of these copyright holders to get permission. If you only need to relicense one of these files, see the header to that file for a list of who has the copyright.” It is left up to the package maintainer how to group the licenses. It is typical for debian/* to be separate, even if it uses the same license as upstream, to differentiate between upstream and Debian work. You could choose to combine all the other GPL-3 licenses if you prefer. I typically like to group translation copyrights separately, because it makes it easier for my eyes to parse.
