But the non-ESR FireFox is not in the debian stable and testing, so phoenix 
can't be in the debian stable and testing,

And I don't want that install phoenix.cfg in the /usr/lib/firefox (even via 
soft link) while firefox can't be in the debian stable and testing.

Yes, Celenity updated the COPYING,
the old COPYING was gpl-3-only but the new is gpl-3+

But he did it after releasing this tag, and I updated COPYING  manually.
