One of the major reasons was that upstream did not want to see liboqs shipped in a stable release (See https://github.com/orgs/open-quantum-safe/discussions/1625 ) GnuTLS has (temporarily, until nettle has PQ in a released version) switched to leancrypto from liboqs, have you looked at that? cu Andreas
