Cellbroadcasts are messages similar to SMS (SMS-CB), that get used for emergency alerts around the world. Cellbroadcastd can send notification to the (mobile) desktop environment and configure channels to subscribe on the modem using ModemManager. This package is useful on mobile devices that participate in cellular GSM networks. phosh-mobile-settings added a dependency on libcellbroadcast-0.0 in 0.49.0 to allow conveniently configuring subscribed channels from the UI. As far as I'm aware there is no other package in Debian and possibly no other project that provides the same functionality for GNU/Linux end-user devices and parts of KDE have already signalled interest in using cellbroadcastd in Plasma Mobile.
