Thanks for taking an interest in doctest! The debian section of Salsa has write access for all Debian developers, and other Debian contributors can be granted access for single packages, as I understand it. That access scheme is sensible for team-maintenance were at least one member of the team is also a Debian developer, but is not ideal for a single maintainer not alsp a formal Debian Developer, because then someone not really involved in the packaging needs to grant access rights, with a high risk of such access grants not properly maintained over time. I think the simplest is therefore to simply clone the packaging and maintain it as a separate location on salsa where you have full access, until (I hope) you one day decide to become a Debian Developer.
