I've talked to ATI about this, and they seem positive -- however, the package itself currently includes no license at all (ie. nothing that permits redistribution), and they had to check with legal to fix that. (It will of course have to go into non-free no matter what the license is, as the drivers are binary-only.) In short, I don't use my own packages anymore, I use fglrx-installer :-) I'm closing the ITP; it makes little sense for me to keep it open given ATI's slowness and the existence of fglrx-installer.
