Hi, I intended to package tkbibtex already some months ago. After I made contact with Peter Corke, the upstream author, he said that he doesn't want to have his program included in Debian.
The reason for this was that he already had some bug reports from users and wasn't able to resolve the bugs/feature requests. He feared that the distribution within Debian would increase the userbase, so that he would get even more bug reports. We agreed that he'll come up with a list of bugs to be resolved before tkbibtex should be included in Debian. I offered to help him with the bugs, but he hasn't gotten back to me since then. So basically I would suggest to every prospective maintainer of tkbibtex to contact Peter first, before doing any packaging work. He might have changed his mind, I haven't had any correspondence with him for quite some time. I don't use this program any more, so I'm not that interested in packaging it myself.
