The reason why lmbench is not autobuilt is because the autobuilders cannot build non-free packages. There are rough plans to allow use of the buildd's on a per-request basis, but this is likely far from being soon.
I'm curious, could this package be replaced by something DFSG compliant?
It looks like it does some simple and useful things.
