for these purposes I'd recommend you to look at Debian mentors page [0]. It contains links to relevant documentation, which you'll probably want to read. Anyone can upload their Debian package to mentors.debian.net after a quite easy procedure of signing up, and ask for review and sponsorship. So, I's say that it is a better place for your concern.
