I think you mixed up two components of the way Go-based Debian package
are named and didn't notice that the package you're looking for
already exists since Februar 2016 (and even in the recently release
Debian 9 Stretch):

Since the Homepage header of that package is the same as the upstream
URL you mentioned, I assume that I can safely close this packaging
