k2pdf converts PDFs so they are easier to read on small screens.
For example, it can take a 2-column A4 academic paper and reflow it so
it is readable as a single column on a 6" e-reader.
It can also be used as a library by e-reader software like koreader:

By default the output PDF is a series of raster images,
but it can do "native" conversion (crisp at high zoom levels):
