Hello,
I do not use bins anymore.
The co-maintainer, Martin Michlmayr, do not have time to maintain it
either.
Debian bugs have been formwared upstream at
https://gna.org/bugs/?group=bins but none were ever answered.
It looks like bins has been orphaned upstream.
If you want it please take it.

thumbnails and image lists, using XML files to hold information about
each image. Includes bins_edit and bins-edit-gui tools for adding

The bins package has been removed from Debian.
See bug #789371 RM: bins -- ROM; No upstream release since 2005
If you want to package bins again for Debian open a new ITP bug.
