First let me say I am a user, not the maintainer. However, this package
seems to have been abandoned by its maintainer. There have been no version
changes since August 2013. Is it possible to give someone else the
responsibility of packaging this DE?

cinnamon-settings-daemon was uploaded a while ago to experimental, but for some
reason the ITP was not closed. Maybe due to a re-upload happening after the
first upload?
In any case, it's packaged, ITP should be closed.
