The upstream/0.3 tag is missing. Once added it builds fine with git-buildpackage.
In the binary package it's preferable to use 'debian' as the generic version for the Maven artifacts instead of '0.x'. This will avoid updating the reverse dependencies once the library reaches the version 1.0. The 'n.x' substitution should be used only when two versions of the same project are packaged (for example junit 3 and 4). Is it possible to add a watch file for this package?
