Hi, note that we at Tails (https://tails.boum.org/) have been maintaining our own version of the Perl version of htpdate for years, since upstream never replied any of our merge requests, so I'm not convinced at all that shipping the upstream code into Debian is a good an idea.
Have you discussed with upstream about this? Do you know for a fact that they're still maintaining this piece of software? (Disclaimer: I've not checked if they have been releasing anything new recently.)
