Dear Daniel, The last activity on this bug seems to be more than 1 year ago and the package is alreay in Ubuntu.
In fact, just grabbing the package in Ubuntu and recompiling it in Debian gives us a perfectly good package. Also, the packaging that is in Ubuntu is very good, and was last touched by highly competent people (some of them included here in CC). I can lend a hand on this package if it is put on collab-maint, but I am already spread too thin maintaining many packages. So, would there be any chance of having scantailor in Debian? It is *SO* much better than unpaper, not to say that it is faster.
