It's just ITP. Intent to Package. I'm speaking about correctness, not rules, and I won't do it. In ANY community, persons are at least important as rules are. You might have a lot of really good reasons to want to package freedict-*, but, in any case, there will never be good reason to upload it, closing my ITP, without email me in any way.
