If there really is no copyright notice then we can't distribute it at all. There's a note on the web page that suggests this package could go into non-free: Cfg2html is provided "AS IS" - use at your own risk! Cfg2html is released as Freeware. That means you can use it for free or give it unmodified away but the copyright still belongs to me :--)) ... but whoever decides to package this should probably get upstream to put a more formal licence notice at the top of the script.
