Er? "Unlike other popular FTP servers" is not a really useful description. I hold up vsftpd, which uses both sendfile (I believe) and capabilities, is trivial to set up, has no known security flaws, has been extensively audited, as well as being written from scratch, and has been packaged for over a year now. I'm not objecting to the creation of this package if you think pureftpd has something to offer. From scanning the web page, it looks as if it does - although I'm skeptical that a project with this many bells and whistles is really fully audited. Its source code is enormous compared to a minimalistic performer like vsftpd. It targets a somewhat different user.
