I have made a package of this which 95% works (I've gotten some of the TeX setup stuff in the installation scripts wrong I'm sure.) It is available at http://www.braincells.com/debian/passivetex/ If someone experienced with TeX could fix it up and upload it I'd really appreciate it. We need this in Debian as the only other free FO processor FOP (package libfop-java) is broken at the moment and isn't very good even when it is working.
