There's a procedure for declaring your intent to adoption of a package
that has been orphaned (ITA). I suggest that you read the paragraph on
the "O" status in the bottom of http://www.debian.org/devel/wnpp/

I have reviewed some of the bugs:

#477792 This just goes against the provided documentation and so
should be closed.

#437795,#461021 I think the upstream package is now on 1.1.

#445265 If validated this should be fixable by just amending the
dependencies.

#263716 It seems if one maintains this package one may also have to
maintain w3c-linkchecker.

I have run up the current version on a fresh debian install and it
works. However it really needs to be uptodate with the latest upstream
version to be fully useful to me.
